Today ODP issued new forms and instruction for submission of budgets, now known as ID-47 budgets.  

Given the timing, ODP is waiving the requirement to submit a budget with the waiver submissions that are due October 31, 2018.   However, ODP has announced that prepared budgets on this new form,  will be required within 30 days of receiving the ICF/ID rate setting for FY 18-19.
