In my communications with ODP, they have confirmed that the ICF/ID waiver reviews are delayed due to a staff shortage, and there is no estimated time when they will be completed, since they are all unique.  Additionally, ODP confirms that MOF and budget modifications will be due 30 days after the date of the rate letters.
