Many thanks to the individuals, providers, and organizations who worked so hard to reach a settlement with the Department of Public Welfare.  Although it certainly does not solve all problems providers are facing as a result of the Chapter 51 regulations, it does provide some relief with the vacancy factor, calculation of unit cost in the cost reports, and retention factor.  It also provides protection from a RAF for the term of the agreement (through June 2017).  ughf thtermtermtemret in t iefulag as ag bo nes nesAlthe.e.
