Regarding upcoming dealines, ODP has confirmed the following to me via email:

• There will be no COLA in FY 2016-17 ratesetting.
• FY 2015-16 MR46 cost reports are due September 30, 2016
• FY 2016-17 requests for waiver of the standard interim rate are due October 31, 2016.
• There will be no changes to instructions or templates for cost reports or budgets. 
• The ICF/ID assessments will not likely be issued by October
