ODP announced that they will be issuing FY 2016-2017 within two weeks:  

"In order to assist you with your FYE 6/30/17 Audited Financial Statements and your Cost Report preparation, ODP will be issuing Standard rate letters to all ICF/ID providers within the next two weeks.  These will take the standard rates that were set based on your FY 2015-2016 cost reports and roll them forward for the change to the FY 2016-2017 Assessment.  The 2016-2017 interim per diem rates will be determined following the historical practice of estimating occupancy at 98%. "

When OPD issued FY 2015-2016 rate setting (equal to reported costs), they asked providers to review their FY 2016-2017 waiver submissions and submit revised Waiver Form 2s, if needed, within 60 days.  It is ODP's intention to review FY 2016-2017 waiver requests, and if approved, revised rate setting will be issued retroactively to July 1, 2016 if applicable.  By eliminating the FY 2015-2016 backlog, and possibly reducing the number of FY 2016-2017 waiver submissions, we hope that ODP will also eliminate the FY 2016-217 backlog quickly and before the end of the calendar year.
