On October 5, 2019 Chapter 6100 final form regulations were published by the Department of Human Services for the following: 

• Home and community based services provided through the 1915(c) waiver'
• Medicaid State Plan for individuals with intellectual disability or autism, including targeted support management
• Services funded exclusively by grants to counties under the MH/ID Act of 1966 commonly known as base funding

The final form rulemaking also:

• amends the licensing requirements in Chapters 2380, 2390, 6400 and 6500 to make them compatible with Chapter 6100
• rescinds and replaces Chapter 51 and Chapter 6200
