ODP issued an email to all ICF providers announcing that the FY 2019-20 funding levels will be issued equal to FY 2019-20 reported costs. The interim rates will be standard interim rates, so no budgets will be required. The previously submitted FY 2019-20 waiver submissions will not be reviewed, and additional waiver submissions for COVID-related expenses will not be necessary for FY 2019-20.The new FY 2019-2020 Standard per Diem Rates will be issued in Jan/Feb 2021 following the acceptance of the FY 2019-2020 Cost Reports by December 31, 2020.
The announcement also stated that the FY 2019-20 cost report template will be revised to include a new Schedule 19 for extraordinary COVID-19 expenditures. Expenditures reported on this schedule will be paid separately via gross adjustments, and will not be included in the FY 2019-20 interim rate.
Regarding FY 2020-2021, waiver requests may include annualization of any partial year expenses in FY 2019-20 which are expected to continue. FY 2020-21 waiver requests will be due by October 31, 2020 (the regulatory deadline), and budgets will be required with all waiver submissions.
